University of Utah student Sarah Day has to decide whether to keep her double major or graduate on time.

Spencer Potter, a junior at Dixie State College, is using an out-of-date computer drafting program in his design class.

At Utah Valley University, Erin Fleming knows she won't be able to graduate on time because the classes she needs aren't offered when she needs them.

And things will only get worse for students at Utah's public colleges and universities if the state's system of higher....
