    Posting Summary
    Rutgers, The State University of New Jersey, is seeking a Financial Systems Analyst for Financial Planning, Analytics and Budget, the university’s central budgeting office. This position combines advanced expertise in financial analysis, data management, systems administration, reporting, and process improvement.

    Among the key duties of the position are the following:
    Serves as the university’s lead business and technical resource for revenue allocation methodologies, financial allocation systems, and related reporting processes.
    Handles the administration, enhancement, and oversight of systems and business processes used to allocate, distribute, reconcile, and report institutional revenues, including tuition, mandatory fees, fringe benefit recoveries, and other centrally managed revenue streams.
    Ensures that revenue allocation methodologies are consistently applied and that financial information is accurately reflected across university schools, divisions, and administrative units.
    Develops and maintains allocation models, business rules, system configurations, databases, reference tables and reporting tools supporting key financial operations.
    Ensures the integrity, reliability, and accessibility of allocation and financial reporting data.
    Serves as a key liaison between Finance, the Office of Information Technology, and other university stakeholders.
    Provides subject matter expertise for financial systems enhancements, reporting initiatives, process redesign efforts, and strategic technology projects.
    Develops solutions to complex business and technical challenges while supporting both operational excellence and long-term institutional objectives.

    Qualifications
    Minimum Education and Experience
    Bachelor’s degree in Finance, Accounting, Information Systems, Business Administration, Data Analytics, Computer Science, or a related field; or an equivalent combination of education and relevant experience.
    At least five (5) years of progressively responsible professional experience supporting financial systems, budgeting, financial reporting, accounting operations, revenue allocation, or related business functions.
    Certifications/Licenses
    Required Knowledge, Skills, and Abilities
    Demonstrated experience analyzing complex financial, operational, and system-related data.
    Advanced proficiency with relational databases and database management concepts.
    Experience supporting enterprise financial or budgeting systems.
    Experience with systems integration, data management, and reporting processes.
    Strong analytical, problem-solving, organizational, and project management skills.
    Excellent written and verbal communication skills.
    Demonstrated ability to work independently and manage multiple priorities while collaborating effectively with diverse stakeholders.
    Preferred Qualifications
    Master’s degree in Finance, Accounting, Information Systems, Business Administration, Data Analytics, or a related discipline.
    Advanced proficiency in Microsoft Access database design/development/administration and Excel visual basic for applications and automation.
    Experience with Oracle Cloud Financials or similar enterprise resource planning systems.
    Experience in higher education finance, budgeting, accounting, financial reporting, or institutional revenue management.
    Knowledge of revenue allocation methodologies, including tuition distribution, fee allocation, fringe benefit recovery, indirect cost recovery, and related financial processes.
    Experience supporting Data Warehouse environments and business intelligence platforms.
    Experience developing dashboards and reporting solutions using Power BI, Tableau, or similar tools.
    Experience supporting enterprise system implementations, upgrades, or business process transformation initiatives.
    Knowledge of internal controls, audit requirements, and financial compliance standards.
    Equipment Utilized
    Microsoft 365 Suite, including advanced Excel, Teams, SharePoint, and related applications.
    Microsoft Access and database management tools.
