    Description:

    Position Summary
    The Human Resource Associate performs a variety of HR tasks, most of which is providing direct support to employees and managers. Additional support includes carrying a recruitment load and providing HR customer service.

    Duties & Responsibilities

    Provide consultation to supervisors regarding unique performance management concerns, conduct violations, and other issues.
    Serve as facilitator during pre-disciplinary meetings for the Letter of Warning level. May attend verbal counselings upon request of employee’s supervisor. Represent DSCC HR at pre-disciplinary/reconciliation meetings for higher levels of discipline.
    Train DSCC supervisors on the progressive discipline/probationary period process.
    Assist managers with probationary dismissals when necessary.
    Provides support to hiring manager on job description development and position authorizations. Monitors the use of appropriate classifications and qualifications for new position requests.
    Actively recruits for open and upcoming positions. Performs applicant screening for location availability and salary expectations.
    Ensures compliance with State University Civil Service System rules and procedures including: register maintenance, notification of current register, referrals, exams and credentials assessments, promotion and transfer requests, and extra help appointments.
    Extends approved employment offers.
    Serves as point of contact for candidate during pre-hire process including: background check, UI New Hire system, part one of I-9 form, nepotism documentation (if applicable), occupational health requirements, benefits orientation, and first day arrival. .
    Responds to staff inquiries regarding HR related topics. Consults with appropriate staff at UIC, State Universities Civil Service System or SURS when necessary.
    Represents DSCC Human Resources at various events such as job fairs, staff meetings, and training sessions.
    Provides HR partnership to hiring managers, search committees, senior administration, and DSCC staff.
    Updates vacancy tracking spreadsheet to reflect current status of open positions.
    Maintains active and inactive employment registers, applicant files, and employee files.
    Assists the HR Manager with the bi-annual State Universities Civil Service System Audit.
    Implement and administer various employee recognition programs.
    Participate or lead other special projects as assigned.
    Meet with employees to gain more insight on the resources they are interested in or the goals they have set. Independently research what resources may be available and any assistance employee may be eligible for. Suggest plan with action steps and specific dates for employee to follow if they are interested.
    Resource opportunities may include: LCSW supervision, linked-in learning, UIC or external webinars/seminars, college courses, UIC trainings, DSCC trainings, UIC benefits including EAP, professional development allowance, etc.
    Administer employee onboarding program, assess employee onboarding needs, and perform routine check-in conversations with new employees during their first year of employment. Recommend and implement improvements to the HR portion of the onboarding program.
    Performs other duties as assigned.


    Qualifications:

    Minimum Qualifications

    Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
    Two (2) years (24 months) of work experience performing professional-level human resources duties.
    Additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.
