During the first step of the reaction the molecules of hydrochloric acid and potassium permanganate are dividing into ions due to hydration. Then some chloride ions and manganese ions give away electrons which consequently pass to oxygen atoms reducing them into O2. After that ions of oxygen bind to hydrogen ions forming water.
