I agree. The goal is to create a standard deviation where we can identify the low performers, high performers and the median. If everyone passes, then there will be no standard because you can't tell what the standard is where everyone passes.

Due to this, some teachers are really concerned about their jobs. Remember back when some states are pinning teachers on poor standardized testing scores on their students and teachers may actually lose their job if percentage of their students do not perform satisfactory on the exam.
